Pretty sure its broke. Mechanic guy hints at the case (or whatever its called) is possibly cracked or near it based off that the engines well over 100k. Found a Chinese turbo through your link that looks like it might work, but also heard bad things about Chinese turbos.

http://www.adpdistributors.com/turbochargers.html is based in North America
http://www.turbinetech.ca/ is based in Quebec Canada but you need to contact Jard if he has one in stock.
