How many miles on the engine? Is the check engine light on? It may have low compression and low power which is common on these cars with the 1.0L engine. I would start with a compression test which will reveal a lot.

Bad O2 sensor? Could be running rich, but with mileage that bad it should trigger a code.

Do you drive it really hard? Putting the pedal to the floor all the time will kill your mileage more than anything. Try driving speed-limitish for a week and see if it improves.

Quick thought:
It depends on where you live, how you drive, what condition your engine is in, etc.
Even running the A/C, none of my cars get 30 mpg...esp a stick.
(For us to help you, we need more information.)
I suggest you fill out your profile, put a few shots of the beast in your album, and let some of the youngsters from Canada walk you through a repair.
They can spot reversed vacuum lines better than most.

Once you get the cars dialed-in (compression, leaks, bearings, alignment, brakes) swap in new rubber and glass, you've got something which should last for years!

Perhaps a plugged coolant line to the throttle body (they look alot like a vacuum line). This would give you a high idle and very poor mileage.
