Post subject:  When does the cam need advanced from machining?

At what point does the camshaft need advanced due to the machining of the head and block? I have been told 1 degree of advance is needed for .010" of surface removal. Any truth to that? I can see where it would make sense but I figured I would ask the veterans. Also who makes good stainless valves for an 8 valve 1.3?
