What are the on or off of? My Yamaha seca 2 600cc has two, one pulls the throttle open the other pulls it closed. I assume it is a failsafe in case the return spring fails you can still close the throttle. If you are referring to a car it could either be for cruise control or an automatic transmission kickdown linkage.
